In fact, it's not a boot loop but just slower performance. This issue mostly occurs with the third generation Ryzen processors.
The RGB kit might have been a better choice based on the timing configurations. It's unclear if this memory will work on your system, so you can test it quickly. Set DOCP/XMP profile and disable Gear Down mode. Adjust the memory voltage to 1.35v, frequency to 2933mhz, then gradually increase to 3200mhz. If possible, try setting the SOC to 1.08v or 1.1v. Use HWInfo64 for temperature data and verify with CPU-Z.
my system is running at 1.1v with the new CPU, and it adjusts itself without any manual settings. I only changed the voltage because the room temperature here is quite high.
I was running at 1500x before the upgrade. After the full setup, the PC fan started spinning for three seconds, then the CPU fan restarted and emitted a beep once back online.
