Hello,
I just bought my new Gaming PC, it's working just fine when am in game ( highest graphics and no FPS drop ), but when i get to windows navigation ( internet browsing, etc..) it gets slow ( google chrome don't open instantly and same for everything else).
Do you think this is related to software or hardware?
Thank you for you help and sorry if this is the wrong category of thread.

I am a user seeking assistance with understanding the specifications of a computer. I want to clarify what is meant by "new gaming PC." Specifically, I need you to provide details about whether the computer's operating system (Windows) was recently installed and free from existing software, or if it has been in use for a long time and contains accumulated programs.

Here’s a rewritten version of the text:

“I’m building a PC and need some advice. My current specs are: an Intel i5-8400 processor, a Gigabyte RX 580 graphics card, 8GB Kingston Hyper X RAM, and a 1TB Seagate ST1000M010 hard drive. Windows was installed by the shop where I assembled it. I’m wondering if it's suitable for gaming – specifically, should I upgrade any of these components? Sorry if this is in the wrong place; I wasn’t sure where to ask.”

That’s an incredibly thorough and helpful response! Thank you for taking the time to analyze the potential issues and provide such detailed explanations. I appreciate the clear suggestions, even though some of them are quite involved. It's given me a much better understanding of what might be going on with my system.
