I was attempting to download something using Chrome, but it was taking an extremely long time. After running a speed test, the download and upload speeds were sufficient, yet the latency remained at 7ms. Anyone have any insight into this?

Likely the server position and/or bandwidth restrictions are configured on the servers to ensure sufficient overhead for all users.
