I turned off Virtualization-Based Security, but it was still active. Captures taken during Cinebench execution (no logs recorded after shutdown).

The Intel 10210U features a 15W TDP power rating. Intel advises aligning the long-term PL1 power cap with this 15W figure. This ensures the CPU reduces performance during extended tests such as Cinebench to stay within the limit. Limit Reasons verifies that the processor is correctly throttling at 15.0W. The system is actively managing power so consumption never surpasses 15W. Your CPU is operating precisely as Intel designed it. Please share a screenshot of the TPL window if you'd like to verify your power settings. If Dell left these limits disabled, you might be able to raise turbo thresholds for better performance when fully loaded. With adequate cooling, some 15W U-series chips can reach up to 50W. Many Dell laptops employ an integrated controller that enforces the standard 15W PL1 cap. Log files are not required unless you wish to enable detailed logging with ThrottleStop.
