I recently started noticing that my CPU and GPU are using way less than they need while playing games. My specs include an Intel Core i7-10750H and a Nvidia RTX 3060 laptop card. I also noticed something else: when playing Cyberpunk on Ultra graphics, I get almost no FPS drops even with DLSS set to Quality. But when playing Shadow of the Tomb Raider, I see constant drops and only around 40-50 FPS in some places.
You usually only find one game that hits both CPU and GPU at top settings on normal play. If you are okay with slightly lower temps, try running the game on the lowest resolution and graphics settings to see if you can get higher use out of your CPU (like in Cyberpunk). You can push the GPU as hard as it will let go by turning up all graphics options. If both numbers come back high enough, then your power supply isn't the problem; just how the specific game is written might be using only a little bit of the hardware.
