You're experiencing lower-than-expected performance despite having a solid setup. It could be due to several factors: outdated drivers, background processes, or even GPU limitations at lower settings. Checking for the latest RAM and GPU drivers, closing unnecessary programs, and ensuring your system is updated might help. Also, consider testing with a different game or adjusting settings to see if the issue persists.

Additionally, 70% of my CPU is consistently in use. (Unclear if this is typical.)

Task Manager typically lists processes consuming CPU, but with high idle time and 70% CPU usage, it might show background services, system utilities, or scheduled tasks running in the background.

When I shut everything down, it drops to 30% and then activates the "Anti Malware services"

Seige demands a lot of processing power and the X4 chip is outdated and underperforming. This is limiting your performance.
