Your connection stats are solid, but your upload speed remains low—just 2-4mbps compared to the expected 18-19. This problem appears only with your PC using an Ethernet cable, not on your phone over Wi-Fi. Turning off and re-enabling the network adapter restores normal speeds, but after a reboot it drops back down. You've tried updating drivers via Device Manager and manually downloading from MSI, but the issue persists. Your hardware specs are current (i7-9700K, GTX 1070 Ti, etc.), so check for possible driver conflicts or background processes interfering. Consider adjusting the window power configurations. Test various Ethernet cables to rule out a faulty port or card on the motherboard. A PCI Ethernet card might resolve the issue.
