Did you enable quality of service settings on the router or PC? It’s possible the PCIe card overrides them because its MAC and IP details differ. Since both your PC and the PCIe card show the same issue, it likely isn’t a hardware NIC problem.

I concur. I’m considering a less common Windows 7 environment or a problematic mobile device. I’ll recheck my QoS configurations on both the router and Win7, but I disabled it through the adapter options and removed the QoS Packet Scheduler – setting the reserved bandwidth to zero percent and attempted to turn it off.

Last night I updated W7 on a brand-new partition and my performance returned to 300/15. This suggests the problem isn’t hardware-related—it could be a Windows configuration or an application issue. I ended up reinstalling W7 since its speed was decreasing. For now, I’ll mark this as resolved.
