I faced a similar issue too. A good way to figure it out is by testing your internet speed on Ookla.com. If your download speed is slow while ping and upload remain normal, try removing the Realtek network driver and installing an older version. It helped me and I’m hoping it will help you too 
It's unusual but effective for you. When the PC starts up, you link to a VPN using "Pulse Secure" for 10 seconds, then disconnect. Once done, your Wi-Fi connects smoothly and quickly even though the device was in sleep mode—this might also apply to other VPN apps, though I haven't confirmed. After rebooting the PC, you have to repeat the steps. It seems like the VPN connection clears any issues and restarts the internet flow.
It's the only streaming video that feels slow for me. I usually get around 200 Mbps, but YouTube buffers when it's above 480p. Other communities mentioned issues with Killer network prioritization. When I removed the driver, YouTube worked fine, but Ethernet stopped working for games. Anyone had success fixing this without turning off Killer drivers? Also, installing the "Killer Intelligence Center" and disabling "Killer Prioritization Engine" resolved the problem. I hope this gets improved in the future to treat YouTube as a priority.

I noticed something unusual while working through this issue—when I tried to fix it, I realized that if the automatic driver update is turned on, Windows 11 might reinstall the newest drivers and still cause the problem. I removed my Realtek driver in the device manager and disabled the automatic driver updater via Control Panel settings. Let me know if this helps!
