It seems some time ago, Team Fortress 2 was sold as a paid game, but now it’s available for free. There might still be in-game purchases, and your friend who bought it recently might have switched to a free-to-play version.

It's completely free to start playing, but you'll need to spend money on various things within the game – which is exactly what Free-to-Play now implies.

It was once a paid-to-play title you purchased individually or included in an orange box; now it's free. You can still buy hats, community-made goods, weapons, and more.
