The issue might be due to the X299 chipset not supporting a 16-core CPU or handling dual 8x RAM configurations properly. Only two of your four memory sticks are functioning, possibly because of compatibility problems.

Nvidia mentioned HEDT Intel CPUs with SLI to demonstrate PCIe scaling, though results were limited to low numbers. Slots in 7640X and 7740X are turned off because they lack quad channels.

It's typical for your SLI to have issues or partial functionality, and having only one NVMe working out of two is common.

Review the manual – a lot of settings are affected by Kaby Lake X. You’ll need to allocate two GPUs in slots 1 and 2, spaced one slot apart. Slots 3 and 4 are disabled. When using SLI, PM1 is completely off, leaving only PM2 available for M.2. Also, only slots 3 and 4 support dimming slots with Kaby Lake X.
