Check if your drivers are current. Visit the AMD support page for Windows 7 to download the latest packages.

You just performed a fresh setup of Windows and plan to test it, though you're skeptical about the results.

I've never seen a game run as an admin, but I think I'll try—it won't hurt.

There's a youtube video of a guy playing Sleeping dogs with an E-350 and 6320 integrated ... so no reason yours shouldn't be able to. Drivers ... Re-install game ... repair game maybe ... Set back to stock clocks on your chip (you're overclocked right ? does that OC your 8470D as well ?)

It's a 7450D, and the OC didn't significantly boost the RAM speeds—it's just the current setup.

I’m attempting to reinstall the game again because fixing it didn’t help. I’ve already updated the drivers.

Open your Steam library. Select "Sleeping Dogs" then go to Properties. Navigate to the Local Files section and run the integrity check for the game cache. This applies to titles like Max Payne 3.

I just tried it last night but it didn’t work, so I removed the game and restarted again—still nothing happened.
