In both games, my CPU usage stays below the GPU's limits, so it might be the GPU that's causing the issue.

In a well-balanced setup, the GPU should reach 100 while the CPU stays below 100.

In Skyrim Special Edition and Cities: Skylines, the CPU consumption remains consistently less than the GPU. The issue isn't with the CPU. I'm certain of that.

GPU temperature ranges from 58 to 60 degrees Celsius, while the CPU stays around 45 to 50 degrees Celsius.

Everything appears to be working fine. You'll need to handle a few issues until the upgrade is complete. These are the latest titles, so it shouldn't be too much trouble.

I resolved the issues in Skyrim Special Edition by simply restarting my PC, not concerned with Cities: Skylines.
