Your system runs an AMD Athlon II X4 630 at 2.8 GHz with an R7 250 chip and a 2GB DDR3 memory. The hardware monitor on your second screen is stuck at 800 MHz, even though you set it to 1070 MHz. The factory setting is 1000 MHz. This mismatch could cause instability. Possible fixes include checking the motherboard BIOS settings, ensuring the RAM is properly seated, or verifying the chipset configuration. If the issue persists, contacting AMD support for further assistance might be necessary.

No, I can't afford it. It won't happen any time soon; I need better performance.

Is this seen in other titles? If none are available, consider using Unigine Heaven or Valley instead.

It might just be this game. I don’t understand why it wouldn’t reach the speed you intended unless it simply can’t. But there are more problems than just this one.

It functions in Unigine Heaven and Even Forza Motorsport 6 Apex, both operating smoothly at 30fps on medium settings. A pleasant experience.

In fact, the issue appears solely in Cities Skylines and Skyrim SE; no other titles are affected.

Check if the clock speed remains steady or changes. It seems the CPU might be limiting the GPU performance, especially during demanding tasks in both games. This pattern is also present in Skylines, confirming a CPU constraint.
