To obtain Skyrim SE, you must own Skyrim along with all its expansions or the Legendary version. I’m unsure about the specific timeline for acquiring it.

I think it was before the new version arrived. It frustrated me because I owned Skyrim and the good DLCs, but I never played the hearthfire or the home-building content since it didn’t really appeal to me. Now I have to pay full price for SE...life is tough.

It was just before the release, so that’s finished. Now you need to buy it brand new, which makes it less valuable at least until it drops in price.

Is Skyrim plus mods the same as Skyrim Standard Edition? It depends on the mods and settings you use. Some versions can work without being in your Steam library before the release, but you usually needed the Legendary or original DLC. I own the original Skyrim + Hearthfire version and didn’t get free SE access.
