It's the same as model hair and face modifications like Cbbe (and cbbe armor) and other changes. Some mods wouldn't even load a Hyrule mod version, which is confusing. My computer should handle these changes without issues.
SSE or oldrim? Initially we believed textures, meshes, and armor mods would work, but it turns out not so fast. Make sure you install the right mods for the correct Skyrim version. Also, check Task Manager, right-click TESV.exe and set its priority to high just to test. Otherwise, there doesn’t seem to be a clear reason for performance problems.
Edit: Also ask about your save file size—does it feel large? How long has the save been saved (relative to time)?
