There are some Skyrim modders around. If you could afford it, you could build a settlement of roughly 5,000 people near Rome. This would be a small town focused on growing food and wine for sale to the city. Everyone would have a purpose, a job, and a family background. I’ll research historical accounts to ensure the town feels authentic and realistic.

It varies based on your configuration. Certain systems support up to 100 stable per cell, while others fail after over 30. Skyrim's technology isn't built for managing that many non-player characters.
