I recently set up Real Vision with Enhanced Lighting Effects. At first, I never hit below 60 frames per second, but now it's consistently around 60fps or higher—it's almost impossible to play smoothly. That shouldn't happen. My system specs are: GTX 1060, 6GB RAM from GIGABYTE, overclocked i5 6500 at 16GB DDR4, and 230Mhz memory. Why am I only getting about 20 frames? This is really puzzling. Also, before installing the ENB, my GPU fans would spin up, but now they just stay off. Is this the problem? Why does it behave like that?

Based on the edit, it seems like thermal throttling is the issue. You might want to modify the fan speed control on the GPU if that applies.

They won't move much before the ENB is in place, staying near 52°C, just a bit higher or lower depending on a few factors.

Before installing the ENB, my GPU fans would spin; now they remain idle. Is this the problem? Why are they not spinning at all? Did I misread it?

When the ENB was set up it didn’t spin at all. Before this change it would spin a bit but very little. Sorry if I made it harder to understand.

I’m glad to hear that! You’re working on the philosophy of language, which is fascinating. You mentioned downloading a tuner from Gigabyte and tweaking the fan speeds—it sounds like you’re fine with the process.
