It's not about texture packs, except when RAM is very low (usually around 2GB). More often, it's due to heavy embedded content or numerous game modifications like adding thousands of NPCs.

You could always attempt the Skyrim Project Optimization mod. It offers a free performance improvement, with no valid excuse for not trying.
