I don’t own any DLC for Skyrim needed for certain mods like ELFX. The best option might be to look for cheaper upgrade bundles or deals. Regarding performance, the new Legendary Edition offers improved handling with a 64-bit upgrade, which should support more mods—especially with your RX 580 and limited RAM. Be mindful of choosing mods that fit your system constraints.
Uncertain about current availability, I purchased The Elder Scrolls Anthology—covering all TES titles and their DLC—in a stylish case with artwork from each game, plus physical maps—for $20 at Best Buy during a sale. Because I had already bought and redeemed it before Skyrim Special Edition came out, I received it for free as well. That was a great offer. Likely the best option now is to wait for a Steam discount.
