The FX 6300 is causing problems. I experienced low frame rates in Skyrim with a stock 8320 and an R9 280X until I upgraded the CPU. The FPS drops are noticeable since that older CPU's single-core performance is poor.

Skyrim runs on one main thread. For better performance with your FX 6300, consider boosting its speed. Which motherboard are you using?

Bull there is no way both my FX-8370 and Athlon X4s manages this game on 60+ FPS! :3

Skyrim's open world design makes it demanding on the CPU when playing outside. If your view distance is set to maximum, the game may struggle with graphics rendering from far away, leading to VRAM constraints. Ultra is probably pushing those limits, so lowering some settings might help improve performance.
