Did you restore the registry after uninstalling Uplay initially? If not, you should do so before rebooting and then reinstall Uplay again.
I am having the same exact problem and would also love a solution. I also tried re-installing, restarting, and starting as admin and nothing worked. About a month ago this worked fine but then I stopped playing for a while and now its not working.
Avoid removing Uplay: Check http://forums.ubi.com/showthread.php/101...72c2606b24 Your Uplay wouldn't reinstall because it indicated your version was up to date. One suggested fix was to open the file version.txt in the Uplay folder, remove its contents, and save it. After that, re-download the installer and run it—it resolved the issue for me.
