It wouldn't be ideal. I'm considering using a 650W PSU to pair with the i9-12900K and the 3080 Ti for gaming, 3D modeling, and game development. If this would cause issues in any of those areas, should I go ahead with the setup and save some money?

A 650W power supply isn't sufficient for that setup. Since you've invested in a 12900k and a 3080 Ti, avoid skimping on the PSU.
