I’d end up with a really worn-out manual transmission if you don’t require a license to own a vehicle. I think going with custom builds makes more sense, since it feels quite practical for driving.

You can rehearse the essential motions without a car, but a simulation won’t show you the subtle details, especially where the clutch connects to the transmission. Handling the clutch is okay when learning a manual, but relying on it often is not. Manual driving relies heavily on intuition, which you won’t develop through gameplay.
