I've never seen such cards before. The only thing I'm familiar with is a bracket that can be attached to a PCIe connector, though it needs additional power from the PSU.

There are USB-compatible fan and LED controllers available, though not all PCIe ones. Some ROG graphics cards do feature these connectors on the back, but using them isn't ideal.
