That software appears to be HWInfo64, known for its detailed system information display. The other version you mentioned seems to have a simpler, more minimal appearance.

It's really cool how it looks, kind of reminiscent of a corsair style design. I need it to adjust the fan curve on my RMI PSU... but I also rely on it often to monitor temperatures and power consumption, so I’ve already checked with ICUE before loading hwinfo64.

it doesn't really work that way—uses around 0.5% cpu constantly. hwinfo64 does show some delays, especially when fetching RMI data, which is kind of funny. It's about 318MB, and I can get by with that. Less than a YouTube tab? Yeah, it fits. P.S.: usually my system runs the most boring stuff... around 164 processes. But I love it! (now 163...)

The nearest information I found is the TechPowerUp piece that evaluated the 12900K at various power levels. It highlights how at 75W, its performance matches a regular i9-11900K or R7-5800X for 1080p gaming. At 100W it maintains strong speed. If you upgrade to a newer chip and cap it at 75W, it will still significantly outperform your current 9700K.
