I understand that PCIe ports are meant to work backward with some minor limitations such as reduced speeds. However, I’m facing more significant problems with PCIe 4.0 GPUs on my PCIe 3.0 motherboard. Both the RX 6600 and RX 6700 XT show major issues in Overwatch. I think it’s not a bottleneck issue; I have an i7 10700K, so I’m wondering if the GPU can handle the data transfer quickly enough. That might be what’s causing the problems. My old GPU, a 1650 Super (PCIe 3.0), works perfectly, which supports my idea even more. I was hoping to get advice from someone more experienced about whether this is normal when using a higher-gen GPU in a lower-end port. Hitches occur between 2 to 15 seconds and frame times drop to around 60 ms, which is very inconsistent.

I’d begin by executing DDU, then tidy up all components prior to reinstalling the newest AMD drivers.

The Windows version I'm using is brand new, completely blank, and the drivers were just installed afterward, so I suspect they might be having problems. I also faced other computer issues, which led me to take it to a repair shop where they reset Windows.

No, I did not adjust the game settings to performance through the AMD control center for the game profile.

That’s another thing I was wondering, let me try that, I’ve heard the this AMD chill thing can help with that

Ensure your drivers are current if needed.
You can modify the video graphics settings in-game to avoid high/ultra levels, which simplifies performance for now.
Are you connected via a wired or wireless network?
Has Windows 10 been fully updated using the Windows Update? Devices with graphics cards in lower-end slots generally don’t cause issues beyond operating at the maximum PCI-E 3.0 speed of the slot.
