My gaming frame rates experience significant dips—often plummeting from 60fps to 20fps—when I quickly move my camera or when the scenery shifts rapidly. For example, this happens frequently in shooting games with rapid camera maneuvers and in action games with intense movement. Occasionally, my computer also feels sluggish when I’m using a web browser or performing other tasks on the PC.
My system specifications are:

(I recognize that my hardware is likely a limiting factor, but I don't believe it’s the root cause because I was previously playing successfully with no issues.)
The problem occasionally resolves itself during extended gameplay sessions, but it returns immediately after restarting the game. I’ve already attempted the following:

Runned malware scans with Malwarebytes, Superantispyware, Avast, and Norton—all without success.
Checked temperatures, which are consistently low (GPU reaching a maximum of 70°C and CPU at 60°C).
Tested my hard drive, and it appears to be working correctly.

Based on my observations, the graphics card’s utilization appears to be typical (I am confident this is not a GPU issue, as I have tested it on another computer and experienced flawless performance without frame rate drops).
Memory usage is also within expected parameters.
Processor: Occasionally, a single core will report zero activity when the CPU is not heavily burdened; however, when there’s significant processor load, all cores reach 100% utilization effectively.
