Your system settings seem to be cycling back to defaults. Updating the BIOS battery could help align it better. That might resolve the issue. Apologies for the confusion—looks like you got a fresh board, but resets persist.

No, this is a brand new mobo and build. Literally arrived in the mail yesterday. And it is not all settings, it is ONLY the default graphics setting, All other settings we have addressed today, and my XMP profile are all saved. Also addition that I just found while putting my original card back in. If things are all plugged in correctly to boot normally, and the TV is OFF then the system will not boot. If I turn the TV on, power off then power on, it'll post and boot. This is telling me there is like 90% a setting or detector or something in the motherboard where it is either not seeing the GPU as a graphics option (maybe the riser, I need to test that, perhaps tomorrow) so it defaults back to CPU as primary graphics, and if it doesn't see a CPU graphics to display to, it won't boot. But that also doesn't make any sense because if the only graphics available is the TV via HDMI on the motherboard, it will still boot! Is there any chance the DP cable is bad? Should I try booting with my monitor plugged into the HDMI cable?

It's doable, though I haven't noticed any boot effects with this setup. Try a different DP cable to confirm.
