The issue has been fixed, the motherboard was swapped out, and it now functions properly. The problem wasn't with the RAM; it seems a bent pin or two on the previous board caused the issue.

I’ve been dealing with a similar problem recently on my 7700x. A fresh motherboard is in the works. It boots eventually but sometimes needs up to ten power cycles. I’ve followed all the troubleshooting steps you suggested—checked cables, swapped RAM, tested different PSUs and BIOS settings—but nothing seems to resolve it. It looks like a motherboard swap might be the best solution, and I plan to replace it tonight.
