you have a 150mhz core clock boost and 100mhz boost on your memory clock for your new 1080. However, during certain moments in games the game freezes and reports that your display driver has crashed and recovered. you think downclocking would fix it, but what if you increase the power limit from 5% to 10%? would that also work as it provides more power to the card and prevents crashes?

Hello... Voltage and power requirements rise when you boost the frequency or utilize the GPU, which is a typical tweak for overclockers.
