I recently purchased a sapphire nitro+ rx 580 with 4GB RAM from eBay. After installing the GPU, the PC display worked properly. However, once I installed the Radeon drivers, the screen displayed an unusual issue—after restarting, the fans stopped spinning and the same display appeared again.

Turn on your PC in safe mode and remove the Radeon Graphics driver package. After finishing, restart it in regular mode. Then use Device Manager to update or install the driver manually, or choose the Optional Driver Update under Windows Update for automatic installation of the correct Radeon graphics driver. Let me know if this assists you.
