I understand you've had the CPU used for a year before purchase, and you're considering extending its lifespan by 3 years. You're wondering if adjusting your cooler fans to allow temperatures up to 90-95°C and then activating them during load will help.

NO!!!
There is no reason not to let your cooling do all that it can - this will let the CPU boost as high as possible within its design parameters.
Limiting your cooling would only give a greater chance of performance loss due to throttling.

I adjusted the fan settings for all the fans in my 7950X to operate at maximum speed when the CPU reaches 60C. This was just my choice. Between 60C and 95C, the fans work harder to move as much air through the case.
It's an older (retro) Lian Li PC-S80 model with just three 120mm fans and one 80mm fan plus a Noctua NH-D15. The cooling isn't great, but the baffles help keep things quiet.
