Hi, I've been using this configuration since 2017 for gaming and 3D modelling in Blender. Back then it cost about USD 1000 including other parts like the case, power supply, and storage.
My current setup includes a Ryzen 7 1700 (3GHz), ROG STRIX B450 GAMING, Palit GTX 1060 with 6GB RAM, 16GB G.Skill RAM at 2133MHz, and a 1080p monitor.
I have a budget of USD1500 now. An RTX 4080 with 16GB VRAM would cost around USD1200 in my country. Should I just upgrade my GPU and power supply, or should I rebuild everything from scratch?
Sorry for the poor English—I'm not my first language. I mainly want to replace the GPU to avoid spending more on a new build, but I'd appreciate some advice from others here.

Which country are you from? If you're looking to cut costs, consider a more affordable graphics card that still offers better performance than your GTX 1060. Replace both the CPU and power supply. Upgrading to an RTX 4080 with a Ryzen 1700 might cause performance issues due to the CPU limitations. If the setup functions properly, you could update the BIOS and install a Ryzen 5000 series CPU. It might be worth upgrading RAM if your budget permits. 2133mhz memory is quite slow for modern Ryzen systems. You could sell the existing RAM to help reduce expenses.

As usual, the recommendations are excellent. I fully support what @Darkbreeze says.
We should identify certain nations where we can acquire components so assembling a build becomes feasible within your currency budget. For instance, here’s a sample list:
