I’m considering whether to upgrade my CPU and GPU or to construct a brand new gaming PC. My existing system is around 5 to 6 years old, so I’m wondering if an upgrade would be more practical than building an entirely new setup.

GPU: ASUS GeForce GTX 1660 Ti DUAL OC
Motherboard: ASUS PRIME B450M-A socket AM4
CPU: AMD Ryzen 5 2600X
CPU cooler: coolermaster hyper 212
Memory: G.skill 32gb DDR4-3200
SSD: Crucial MX500 1tb
Case: Fractal Design Focus G Mini tower
PSU: Seasonic Focus Plus Gold 550W
If rebuilding, would you prefer AMD or Intel, or have no preference?
I believe you could reuse the SSD, case, and power supply—those are solid components.
The RAM might be a bit cheaper now, especially with DDR 5 options available.
A Hyper 212 cooler seems acceptable unless you opt for a high-performance CPU, in which case I’d probably upgrade it.
What is your overall budget, and where do you think you’ll purchase from?
I mean, a 5800X3D would fit easily. That would free up more budget for a bigger GPU. The PSU is a bit tight for a high-end GPU, but still offers several alternatives.
You might manage with an RTX4070 or RX6700, perhaps the RX6750 XT without changing the PSU.
i don't really have a preference, but i heard that amd is generally more affordable than intel. with a budget of 1500$, i'm focused on 1080p gaming and don't need a top-tier graphics card. i thought upgrading to something like a 5800x with an rtx 4070 or similar might be the best choice, but my motherboard and power supply are quite old. so i considered building a new pc instead (using the existing case and ssd).
You're mobo will handle the chip just fine. Just don't overclock.
As suggested, the way to go for you is a 5600x or 5800x/3d. Along with a 4070/ti or AMD RX 7800XT you will have a great rig for 1440p high graphical settings.

Of course you will be able to offset the cost of this by selling your current CPU and GPU.
Note, the 5800x3d gives you serious gaming chops. Even with Intel's 14th Gen and AMD 7xxx series the 5800x3d is right up ther with them, in gaming. Not so much multicore usage.
The 7800xt comes with 16gb, where both the 4070/ti are 12 gb. More vram is important for newer AAA games.
