It's referred to as lapping. I've tried it with my 3570K, but I wouldn't do it again.

Focus on small improvements only; if you want real results, consider quitting rather than just matching performance. This avoids unnecessary steps like going through the IHS.

In most cases, the effort isn't worth it. You'll likely lose just a few degrees at most, and worse if you focus only on the CPU while ignoring the cooler. Unless you're pushing your CPU to extreme overclocking with a soldered IHS, skip it. The typical response is a simple no.
