Emulation is the name of it, and I don't mind or don't want to play the exclusive titles.

With 600 dollars you can't play PS4
edit: unless you take it, but that's against the law and I wouldn't advise it

Mostly interested in playing eSports games, require a complete setup costing around 600$, but appreciate the advice!

I don't care or play the exclusives anyway.

No, because there are some great games on the PS4 and even more impressive titles like Death Stranding from Kojima-sensei are arriving.
You might wish you had sold the PS4...
For PC, a basic one for office work costs around 300€.
And since the Ryzen 3000 was announced, I would save up for it and get one when it arrives in mid-2019, as the information we have now looks really good.

I paid between 200 and 700€ for the games, an additional 50€ for the controller, and around 250€ for the console. At the high end, I’m selling for about one-third of the price. That means I’d prefer to keep the PS4 since you already own it and have the games. It could run better on a PC, but it would require more money than I have. Plus, right now it’s not a good time to buy a PC either...

No, they aren't really. In certain sales the PC version might cost around 15€ or less and the console version about 30€, but when you look at prices for newer titles, we're talking about similar amounts for both...

You're not a nice person. Someone did something good to you and you kicked them in the face...
What you overlooked with consoles is
the second-hand market!
You can visit flea markets and buy physical copies of games with a disc inside and play them...
And some of them are available for around 20€ or less...

The 2200G is overrated, the 1500x makes more sense if you use a separate GPU as well...
Anyway: You can enjoy playing games like Shadow of the Tomb Raider on the console. I've experienced it myself.
