I just bought an EVGA G7 1000w 80gold PSU. The installation went well. However, I'm wondering if PCI-5 will need an ATX 3.0 PSU. Is that accurate? Given that my build is mostly new (except for the graphics card), should I purchase the ATX 3.0 PSU to ensure compatibility with a PCI-5 GPU?

No as such no. ATX 3.0 and 3.1 mainly introduce a new connector standard with specified acceptable power spikes from connected devices. You should find a suitable 12VHPWR/12-pin power cable for your upcoming GPU, and it probably satisfies the other ATX 3.0 criteria.
CableMod Basics E-Series 12V-2x6 12VHPWR StealthSense PCI-e Cable for EVGA G / G+ / P / P+ / T offers premium quality with global shipping.
