The cooler LED is displaying temperatures of 164 and 86, likely in Fahrenheit. It seems to indicate whether you're using idle or under load conditions. A reading of 164°F is considered warm for an idle CPU, even with a water cooler. The fan directions appear reversed—bottom and side fans should push air into the case while rear/top fans should pull it out. Did you interpret the fan directions correctly?
It's currently in Fahrenheit, and it's running idle. It remains at 164 and 86 degrees, with the water cooler working. Occasionally, when playing certain games, the temperature drops to 140F while the GPU stays in the 80s. I just checked and found that both the bottom and side fans are drawing air in. I purchased a case with built-in fans. The only additional fans I added were my liquid cooler fans, which help circulate air. None of the fans are designed for exhaust.
It might not cover everything, but I believe the airflow could be better. The CPU radiator fans should likely be adjusted to expel air from the top of the case (exhaust), and the rear fan should do the same. Keep the base and front fans drawing air into the case. Check how it performs afterward.
After fixing the airflow, we can remove it from the equation and examine the results during a stress test, such as Cinebench CPU and GPU while monitoring HWinfo64 live displays. I'm confident others will share useful troubleshooting tips. (Diagnosis before treatment.)
