Shorten the song's length while keeping its essence.
I bought Life's Been Good by Joe Walsh and the end it has a voice saying "here comes a flock of wah wahs" And for like 30 seconds it's just waaa and it's really stupid. Does anyone know of a simplistic and free program or something that could shorten the song? I guess a GarageBand for PC.
GarageBand is available on Mac, but it's not exclusive to it—there are other options too.

It's mainly the software bundled with new Macs that stands out, offering a much better experience than what comes with Windows. I'd love to have Apple tools on Windows too—they once had Safari for Windows until 2012, and iTunes plus iCloud syncing were valuable features. Removing those would be a significant oversight.
