My system runs Windows with a 120 GB SSD, downloads are configured for the hard drive, yet desktop shortcuts aren't functioning.

Refuse to comment on whether I install Steam and try to use the shortcut on my desktop because the Windows version isn't running (it's installed on drive C).

Have you tried changing the shortcut’s target manually? Click the shortcut, choose "Properties," and update the "Target" with the correct steam.exe location on your drive (for example, D:\Games\Steam\steam.exe). Also, is this issue limited to your Steam shortcut or all shortcuts on your Desktop?
