The installation tool works independently of any keys and functions on any device. I suggest using the Windows Media Creation utility to install a fresh Windows version on a USB drive. This prevents mixing outdated versions and unnecessary upgrades.

The mechanism works because using a new key will align it properly. It seems like you're referring to a specific type of key.

When setting up on a non-OEM device, a key will be requested each time. You also have the option to bypass key entry during installation and add it manually in Windows later.
