The Visa Electron card is treated as a debit card, so you can’t directly use it for Steam purchases. You’ll need to load your Steam wallet with the funds and then use the Steam wallet during checkout.

It varies. From what I know as a Maybank acc holder, it doesn’t work. The bank says all debit cards are blocked, but others might not have the same rule in place.
