The quickest yet most demanding option is removing the files from the other hard drive before reinstalling them on your desired one or downloading them from SteamApps and copying them over. Find the game on the first drive, right-click the map (entire game), select "cut," then move it to another HDD and place it there.

Steam will see that the game isn't installed there and will show it grayed out, indicating it's uninstalled. You can then choose to reinstall it in the new folder on HDD 2. That works fine, but moving the file doesn’t trigger the greyout or uninstall warning.
