What kind of drive is this? Would you like to try it on another machine or with a Linux bootable USB? It tends to fail during reading, which could indicate a faulty drive.

When attempting to change the partition Windows is using, it won't allow it because it can't simply remove itself. During a fresh Windows installation, you'll see a list of available partitions, giving you options to delete or format them—unless the issue lies with the Windows drive itself. If the problem isn't there, try running diskpart and executing the command 'attributes disk clear readonly'.
