It seems like a major Windows installation issue. Explorer is still running thanks to the taskbar. It would really help if someone else resolved this, as it’s going to be a frustrating fix. Good news—you’re safe from this problem now.

Only this picture seems to be reduced. Playing around with the facts, I believe it’s different. If the explorer was shut down, she’d have a taskbar or desktop icons. Both are managed by WDM, which is part of wExplorer. When she opens Task Manager, she should click the “more details” button at the bottom. By default, Task Manager only displays programs that have been activated there, excluding background or system tasks.

He hasn't updated or reinstalled Windows recently. According to Samcool55, it seems like a faulty installation.
