You don’t have to contact Microsoft for removal. The license can stay on the old PC if you want, and you can install it on another machine without affecting its current setup.

You could use software to duplicate the drive or simply replace the hard drives inside the computer. It sometimes succeeds, other times it fails. When that doesn’t work, visit the Microsoft site for your current PC and download their service to create a bootable USB or CD with Windows 10. They also offer a Windows 7 ISO option—just enter the required key if needed. If you have it, try it out to check if it works. Here’s the link to the Windows 7 ISO from Microsoft:

If it's a retail licence, it should function properly after inserting the key into a new PC, which will disable the previous one. If this doesn't work, you'll need to use Microsoft's automated phone system and enter the corresponding numbers. It's quite simple and should work as long as you have a retail licence.
