Don’t bother trying to troubleshoot this; it's likely originating from Shadowplay/GeForce Experience or the graphics driver itself, as I’ve been using it since the beta and it consistently came from NVIDIA software.

And until a new version is released, there won’t be any resolution. Notably, because I’ve been playing Siege since closed testing, and I even recorded gameplay segments ranging from 30 seconds to 10 minutes without encountering any problems.

The hardware specifications – possessing a quad-core processor, 8GB of RAM, and an SSD or two HDDs – aren't a significant factor.

I’ve tested it with the operating system drive, a separate drive, and even across four SSDs (OS/game/temp/recording), yet I still experienced stuttering. Even a USB stick is sufficient for 1080p resolution, and the video doesn’t exhibit stuttering due to a slow recording device – consider how sluggish traditional DVD/Blu-ray recorders are.

Since it's processed through a dedicated chip and I have 32GB of memory keeping everything in RAM, it continues to stutter. NVIDIA suggests that monitoring software might be involved (typically indicated by constant stuttering at regular intervals).

Verify that your GPU clocks aren’t dropping when the game isn't actively being used. For example, *Need for Speed Rivals* (the console port) began stuttering after I upgraded to a 1080, with minimal GPU load causing the card to throttle down.

Ensure you’ve enabled threaded optimization for Siege; this eliminated FPS jumps in that game for me.

I’ll experiment with an older driver/GeForce Experience version, but currently, it appears NVIDIA isn't prioritizing a fix.
