I am unable to determine the solution to this issue.

The attached screenshot (https://imgur.com/a/E4OfLap) illustrates that Shadowplay is not capturing the complete taskbar.

I have attempted to resolve this by restarting my computer and also restarting related services.

I don’t understand why you anticipated seeing the Windows taskbar during gameplay. The only method to achieve that would be by running the game in windowed mode (without borderless fullscreen) or at your desktop rather than within the application itself. Regardless, to capture your screen while recording, you should navigate to the “Privacy control” section within ShadowPlay and activate “Capture desktop.”

No, when I’m using my computer’s desktop mode, it doesn't capture the whole taskbar; it only shows about three-quarters of it. You can observe this difference in the images provided.

I understand now. What resolution are you using for your screen? I'm asking because ShadowPlay might not perfectly accommodate unusual dimensions (like 1366x768, for example). Do you see the entire taskbar when you're recording? If so, it’s likely a resizing problem that can be resolved with NCP.

My screen resolution is 1920 by 1080, and indeed, I observe the complete taskbar when I’m not actively recording.

My screen resolution is 1920 by 1080, and I do notice the entire taskbar appearing when I’m not actively recording.

Within ShadowPlay, are you configuring the video capture resolution to 1080p, or do you set it according to your game’s settings? The standard setting is usually determined by the game itself. I personally always choose 1080p and haven’t encountered this specific issue you're facing. However, many users don’t capture games using a small window overlaid on their desktop—and I do the same.

It’s possible ShadowPlay has an unusual behavior in this particular situation. It might also depend on whether you're running your game in Fullscreen or Borderless Window mode, and whether the game’s resolution matches your display's resolution.

I’m running at 1080p resolution, outside of the game itself, but it's still appearing blurry. I’m recording in full screen and the footage is being cropped slightly—around 1920 by 1070, or something similar.

Could you confirm whether your computer's display resolution is identical to the resolution you’ve configured for the game?
