Since installing the Windows 10 Anniversary update, I've noticed some new problems. One YouTube stream often stays blank for about 20 seconds before playing, and it keeps happening every time I refresh my browser. Another issue is my graphics card getting hot frequently, but it usually stays manageable by lowering the framerate or using a lower resolution of 1080p. Recently, however, even with those adjustments, intense games cause my card to overheat no matter what I do. I’m now considering returning the graphics card and facing potential downtime for weeks. I suspect these problems might be related to Windows, especially the first one, but I haven’t experienced them before. Have others encountered similar issues?

It seems like a visual issue might be present. Try removing the graphics card and using an alternative or your built-in one to check if the problem resolves.
It's one good way to rule out the graphics card by completely by removing it from the system. Be sure to comment back after testing

Identify the specific card model and its age. Determine the type of CPU you're using. Confirm whether the problem stems from the GPU or CPU before proceeding. Use Afterburner or Precision to monitor temperatures, then run a game and observe for changes. Check both GPU and CPU temperature graphs afterward. Also, measure Coretemp to rule out CPU issues. Find out the highest recorded temperatures for both components during gameplay.
Afterburner is what I use to check both CPU and GPU temperatures. I have an MSI 390x and an i7-4790k. Both are 10 months old. The CPU temperature is fine but the graphics card will ramp up to 94c and stay there. I tried manually setting the fan to run at 100% the entire time but that didn't really help.
